We are writing to provide an update regarding the Independent Safeguarding Inquiry (ISI) that was commissioned by the ISB Board of Trustees (BOT) regarding an allegation of harassment from the early 2000’s and was extended to include any other historical harassment, abuse or sexual misconduct by an ISB employee at any time during the school’s 67 year history. In keeping with our principles of providing the highest standards of care for our students, both past and present, ISB takes any allegations of inappropriate and unprofessional conduct with the utmost seriousness. Please see earlier communications below for more specific details regarding the ISI commissioned in response to these allegations.
The ISI, conducted by Mentor Forensics Services, opened on May 14th, 2018 and concludes upon the submission of a report at the end of August. The ISI report will be submitted by Mentor Forensics to the BOT and the ISB response team. Once the report has been thoroughly reviewed, the BOT will communicate further with the ISB community.
ISB holds the safety and wellbeing of our students as our top priority. We are also committed to the values of care, respect, responsibility and integrity. We will communicate further once the inquiry has been completed.

Dear ISB Community,
We have been made aware of articles in the media published by a student who graduated from ISB 16 years ago. In these articles, the former student describes being harassed by an ex ISB teacher through verbal and written abuse and innuendo. The teacher in question was employed in the High School at ISB from the late 1980’s to early 2000’s. We have spoken with the former student and she did not report any physical harassment. The former student also reports a lack of sufficient follow up on the part of ISB. In keeping with our principles of providing the highest standards of care for our students, both past and present, ISB takes these allegations of inappropriate and unprofessional conduct with the utmost seriousness.
Many of you will be aware of instances in national educational systems and the international school world where historical allegations of misconduct have surfaced, sometimes after decades have passed. In many societies today, courageous people are speaking out about their experiences of harassment, abuse and sexual misconduct. Consequently, awareness has been growing about the extent of the problem.
ISB has developed rigorous policies, processes and systems to ensure the highest standards of care for our students, and this has been a strong focus for the school. At the beginning of the 2014-2015 school year, ISB began working with a UK-based organization called Keeping Children Safe and we received certification through this organization in April 2016. The certification process involved a multi-year effort that included:
- development of more robust child protection and Human Resource policies
- improved background checks and screening
- enhancements to campus security and access
- improved annual student safeguarding training for all ISB employees and associates, parents and students
- the development of new policies and procedures, including a code of conduct for all ISB employees and associates
- the development of a formal process to handle allegations of misconduct and required reporting
Maintaining certification/accreditation in child protection is now required by ISB board policy, and we will be undergoing a three-year recertification review in 2018/19. ISB is dedicated to ensuring we have the most robust student safeguarding policies and procedures as possible and to a continuous cycle of review.
In response to the recent allegations, the ISB Board of Trustees has commissioned a specialist organisation, Mentor Forensic Services to conduct an Independent Safeguarding Inquiry (ISI). This ISI will gather information and evidence related to the concerns which will in turn inform our decision-making process. Since Dr. Davies was High School Principal at the time, he has recused himself from this inquiry.
Mentor Forensic Services are seeking to encourage anyone who may have experienced or has knowledge of historical harassment, abuse or sexual misconduct by an ISB employee at any time during the school’s 67 year history to contact them. Dear ISB Community,
As you may know, an independent safeguarding inquiry (ISI) has been taking place relating to accusations of harassment in the 2001-2002 school year. The purpose of this communication is to provide an update on the timeline and to provide some further relevant information.
- The inquiry opened on 14th May, 2018 and since then, Dr. Joe Sullivan and Dr. Valerie Sheehan of Mentor Forensic Services, as well as Cindy Warner-Dobrowski at ISB have been available to receive any contributions. We also engaged the services of Kanya Likanasudh, a Thai psychotherapist and mediator, who is also available to receive any contributions in Thai.
- The inquiry will close on 30th June. Any additional contributions received after this date will be managed by the school’s response team. A report will then be compiled and sent to the Response Team and the ISB Board of Trustees, in the new school year. The Board of Trustees, will then determine any next steps.
- On 30th June, I will finish my contract with ISB, so the role of Chair of the Response Team will transfer to my colleague, Elizabeth Rossini.
As we endeavour to complete the inquiry process we are using this communication as the final call for any information that may be helpful to the inquiry.
